So I'll speak from experience--I've worn blue lips out in public before. Granted, you get strange looks, but if you can find a blue that goes with your skin tone and complements your lip shape, it works wonders with meeting new people. :)
I wouldn't reccommend this shade to anyone outside of the fashion/runway business, though. It's a little wayyyyyyy-out there. *laughs*

I love how dead their eyes look but how vibrant the lips are. It's a really cool contrast.

I did a photoshoot with blue lips once...they were a darker blue and glossy, though. Looks way more wearable i think.
